  Canute was the legendary king of 10th century Britain who is said to have brought his court down to the sea, had his throne plunked down in the shallow water, and then commanded the tides not to rise.   It didn't work then, and it's not going to work now when Energy Secretary Richardson tells the world how unhappy he is with the petroleum price level.  True, the secretary can flood the world with cheaper oil from domestic stockpiles for a few days or weeks.  But then what?  There is no substitute for having an effective energy policy and the secretary doesn't have one.  He's not even close.
